The country is also the worst offender for parking fines owed by foreign embassies in London.

Featured in The Top 10 of London book, and based on figures as of January 2011, it owes nearly £200,000.

Around 100 embassies have outstanding parking debts, with roughly 60 per cent of diplomatic vehicles ignoring tickets.

The worst individual offender is the driver of a BMW 318i from the Kazakhstan office, who single-handedly has racked up 471 tickets totalling £53,820 in fines.
